Heat actuator not working

I’m getting no heat in my 2001 CL Type S. AC works. Fan works. I’ve got it down to the actuator not working. I can get heat if I move the door that the actuator is supposed to move (passenger side). I bought a new actuator online; plugged it in and no matter what controls I use, key on, it doesn’t move. I checked (as best I could) all the fuses and resistors related to heat and fan, and all looked or tested ok. I inserted a paper clip in each hole of the connector that the actuator plugs into and looked for a reading with my multimeter. Nothing.
Am I checking for power wrong?
could it be the circuit board behind the controls?
Not sure what or how to test the next thing.

Run the self-diag. function as shown below, maybe it will pinpoint the issue starting at I through M below?

Looks like an “I”. I found what I believe is the proper service manual section. Now I just need to figure out how to perform the testing described.

Good to see that the self diagnosis functionality worked and points you in a direction.

I have zero adeptness when it comes to 'electrical'.
With that said, my low tech suggestion is if you can find the involved wires / connector(s), try wiggling around to see if the air mix control motor comes back to life, if it does then you know there is a break in the wire somewhere?
If it does not, then the climate control unit may be also involved & worth testing to rule out?
Good Luck!

Update: I tried two aftermarket actuators and the problem wasn’t fixed. I was convinced it was bad parts so I bought a new OEM part. It fixed it. Unbelievable.
