Wires through Firewall

I need to run wires through the firewall into the engine bay. I did a search and saw that there is a plug or something behind the pedals, but the info was vague. I see a rubber circle i can pull out, but there is still metal behind it. What's the best way to do this? Thanks in advance.

can anyone tell me where i can locate the fuel pump and starter relay circuits? I need to splice into these under the hood. I have no manual and i'm lost under there. Pictures would be amazing.
