it is mostly an aesthetic thing id think.
if anything it helps protect the radiator from large flying objects. heh
looks cool when you paint it body color like Robb did tho.

If the lattics is open than no restriction, but if it's closed like the roadlamp piece then hell ya....

looks like thats a 99TL grill:
i would guess that blocked area is either there as a support structure for the grill...
OR it is the guard that keeps people from reaching through to your hood lock, we have one too, but its behind the grill instead of integrated into it.
