OK...believe it or not, u somewhat do feel a power loss. I actually think stock mufflers make more power than comptechs w/ the inserts. As for noise, when u first start the car it sounds 100% completely stock, but some of the droaning is still there. Much quieter but only removes about half teh droaning IMO.
and no welding is required...just drill one small hole per muffler thats not even noticable even when u remove them from the mufflers. And if u get them..spray paint them black and u'll harly even notice them in there!

A few pics of the quiet inserts installed You'll need to flip through a few pics to get there. I had posted this page earlier.

BTW- I'm running without the quite tips now. But when they were in they made a big difference in reducing the droning; especially with the CT h/b-pipe/e installed. But I really missed the awesome exhaust note when the tips were installed so I removed them. However, sometimes when I'm commuting, I'm tempted to put them back in - that droning can get a little annoying.

I tried them. They really took almost all the sound away. I took them off after about a week.
I had pics but can't find them right now. I didn't like the way they looked either. I painted mine black, & they still looked weird.

Keep it in 4th on the highway and you can hardly hear the droning, even with the quiet tips out.
However you'll be using more gas but there's always a tradeoff.
