Question CL-P engine noob question

Hi all,
I have a small question regarding 2nd generation CL-Ps. I grab some spec sheets of our engine from websites and it says CL-P has 225hp@5600 rpm, and i read the FAQs which also reveals the vtec kicks in @5500rpm. From behind the steering wheel I can see the redline is somewhere around 6200rpm. Please pardon my lack of knowledge with cars and engines....but Why is our engine designed this way? does that mean from 5600rpm (max hp) to 6200rpm(redline) we gain no hp at all? then why not make the redline at 5600rpm? or better yet make the max hp at the redline? and if this hypothesis is true, does it mean when we race with someone we can shift at 5600rpm coz no more hp will be generated after that and it is simply time wasting to rev to redline?
second question has to do with vtec kicking in at 5500rpm. Now if our max hp is at 5600rpm so does that mean vtec is almost non existant coz it kicks in at 5500rpm and after 100rpm higher the car has reached its max hp?
i got my specs from msn autos by the way.
if anyone can kindly explain this to a noob i will learn a valuable lesson today
thanks

no the VTEC is not non existant...we have a lower compression ratio than the Type-S so we only have a small gap for the VTEC. But with the UniChip I recently installed it moved the rev limiter up to 6500 RPMs.

If you install a cold air intake. You'll know when the VTEC kicks in. It is REALLY loud.
