Well I don't know who he/she is, but there seems little mystery as to what he/she did. They took wheels that are about 3 inches too wide for those tires with offsets that make them look like they belong a rear wheel drive car, and bolted them on. I'll give them credit for one thing though; somehow they got those beads to seat.

Also, I would bet that those wheels are not going to look good long term, (at least on the passenger side). Parallel park one time and just touch or graze the curb...ZING! --You'll see exposed metal along the edge of that black rim sticking it's lip out so far. (...and that scuffed front air dam indicates the driver is not a highly careful negotiator of obstacles.)
With that infinitesimal amount of wheel arch clearance in the back, if he/she rolls over a cigarette butt, there will be some rubbing back there.
Interesting look, though. --Especially the mustache!
