Cooling Fan

Cooling Fan
I have read too many posts on cooling fans. I have confused myself in doing so. So, please forgive me if this is a repeat problem.
I have a 1996 3.2TL that has been overheating. Now, I intend to replace the cap and thermostat. Here is my question, i just started a cold engine and turned the a/c on. only the condenser fan came on immediately. I read that both fans should engage at the same time. Is this the case when the engine has been started after a full days rest? I am trying to see if I need to buy a new fan motor, relay. My issues have been, bubbling water in reservoir tank, coolant loss. No coolant is mixed with oil, i just had timing belt, drive belts, and water pump replaced less than a year ago. Will cap and thermostat fix my issue? Or will both plus new cooling fan motor fix it?

All fuses are good, I replaced the thermostat, and radiator cap as well as flushed and added new coolant. Still runs hot. My cooling fan motor only turns on if tapped. And it isn't very fast. So, I'm assuming the fan motor is bad.
