Unplug the battery and let the system restart itself.

Did you clean the EGR manifold downstream of the EGR valve? This can be the source of the problem.
If you bypass the EGR solenoid vacuum switching valve and bring vacuum directly to the EGR, it should open w/ engine at idle. This should cause the engine to stumble and perhaps stop due to overleaning the air/fuel mixture. If nothing happens, the EGR passages downstream from the EGR valve are blocked and must be cleaned.
