Help us to help you, we are not mind readers but wish we are.
So, no power to ignition switch and you then removed ( ?? ) the switch from dash and cranked w/key two/three times and worked ( meaning engine started ? ). You then drove home ( ?? ) ,shut engine off (?? ) tried to start engine again but no joy ( right ? ).
You then determined that the radio and windows did not work but you have lights ( all exterior & interior lights ?? ). You tried jump starting w/key in 'ON" position (??) but no joy again. You switched batteries to another ( presumably to a good one ?), again no joy and now the horn kept sounding off (??).
If you are in agreement to the above as interpreted, then my guess is that your ignition switch is toast. If you had the switch out already, clean ( w/sandpaper) all connections i.e. male taps and spray elect contact fluid to the female receptacles in plastic connector . Reinstall switch and test. If still no joy then most likely internal corrosion/damage(s) and a new switch is needed.
Others on this forum and reading your post may have other/more suggestions. Good luck and let us know how you make out.
