Get a good sap and tar remover, soak a bit of a towel in the remover, lay it on top of the tree sap and let it soak in for a few minutes. That should soften up the sap.

I have gotten a lot of sap on my car and one rule of thumb is to not let it harden.
I just use denatured alcohol to remove it, very mild by solvent standards and does not harm the finish, just have to be sure to wax the area where you applied it. It takes off the wax but does not harm the clear coat.
