Looks as though its just scratches in the clear coat, but I could be wrong. Have you tried a medium cut polish?

Scratches would be a little more uniform I think. Im more concerned this may be signs of premature clear coat failure. Ive seen it before on Hondas......
The CC is actually beginning to crack........
I could be (and hope I'am) totally wrong. Its real hard to decipher with a pic, albeit a clear pic though....

That's definitely clearcoat failure. Some people call it crows feet.

My friends '98 Civic (hood) has the same problem.

If you want to fix it...... re-paint.

Sorry to break it to you, but it will get worse.

No amount of polishing will fix it. Believe me... I tried on my friends Civic.

I would try taking it to the dealer and see if they have had a warranty issue with the paint during that year. I took a pontiac to the dealer a several years ago simply to get an estimate for some rust that was comming through in spots. That was typical as I lived in Buffalo at the time. They then informed me that there was a paint recall on that paint whichI had no idea about and painted from the molding up for free. I paid them $400 and they re-painted my whole car. I say it's worth a shot?

Check with any Acura Dealer. They should know if the paint had issues, Can't hurt to try?
