Experts Help! Wax, Tar Removal

EXPERTS PLEASE GIVE ME YOUR PRECIOUS TIME. I have a 96 Dodge Intrepid in good condition. However, it has swirls in the paint finish and thick tar with paint on the rear panel. Could you please help me, from the beginning to the end result. I used WD40 and Walmart's Bug and Tar Remover. No help. Also use Armor All and Meguiars Color XX. THANKS FOR YOUR GUIDANCE! I TRUELY APPRECIATE IT!

The goo gone or goof off (more concentrated) would help get the tar off. I personally use a citrus based cleaner in that situation.

now the swirls, do you have a pic? Most swirls can be removed however it will help drastically if you are able to show the ammount of swirls on your car. It might change the "plan of action".
