Taken directly from Outlook Help:

On the Tools menu, click Options.
Click E-mail Options.
Click Tracking Options.
Do one of the following:
Send a read receipt whenever one is requested

Click Always send a response.
Deny a read receipt whenever one is requested

Click Never send a response.
Be notified when a read receipt is requested

Click Ask me before sending a response.

Also make sure you turn off the feature that will send a read receipt after viewing an email in the preview pane.

Turn off sending receipts, it is just a way for people to check in on you. I always turn mine off because certain people want them and I don't like these people that much.
