here's a free one from download.com - it has limitations but I'm not sure what they are. I installed it and was able to delete (cut) space from an mp3 and save it.

Audio MP3 Editor
http://www.audio2x.com/download.htm

The more commercial ones are Cool Edit Pro, SoundForge, and Wavelab.

Try Audacity. The app is a free, easy-to-use audio editor and recorder for Windows, Mac OS X, GNU/Linux, and other operating systems. You can use Audacity to:

* Record live audio.
* Convert tapes and records into digital recordings or CDs.
* Edit Ogg Vorbis, MP3, and WAV sound files.
* Cut, copy, splice, and mix sounds together.
* Change the speed or pitch of a recording.
* And more! See the complete list of features.

I will also recommend Audacity. Use Lame DLL to edit and manage MP3 files.
