I would seriously consider upgrading to Windows 2000 or XP. 2000 is going to be an easier upgrade for your wife since the interface will be the same as she's used to. ME runs very slow and hogs system resources. Consider it an incremental upgrade to Win98 SE that adds some useless multimedia options and crashes more often than the OS it replaced. XP is slick but will carry a learning curve that may be more frustrating than it's worth.
Windows 2000 is VERY stable and can handle all of the same multimedia options ME offers like digicam and scanner support. It also supports DirectX The only drawback I've found with 2000 is that some of my daughter's "edutainment" titles won't run because 2000 runs and is detected as NT. I'm sure there is a 98 emulation mode somewhere but I haven't bothered looking because I run those titles on my wife's old P-166 running Win98 SE.
Whatever OS you run, make sure you'e running the latest Service Pack (SP) from MS. SP's fix bugs and patch security holes in the OS. Windows 2000 is currently using SP3. Installing Sp3 gives you all of the previous fixes from SP1 and SP2.

Well if you actually do the upgrade, run the hardware compatibility test first ... and make sure all the hardware works with 2k/XP or there are drivers available before you do the upgrade. Not all hardware that work in 98/me work with 2k/xp. I know many of my hardwares didn't work if upgraded to 2k/xp, even my USB scanner and printer. Fortunately, i don't run Windows with these hardware .... Linux rules.
