Question Android for a Chinese guy

Looking for a tablet for someone who does not read English.

Can Android tables display in the Chinese language? Menus, functions, etc.

Is it all Androids, or depending on brand, model, etc?

Does he even know Korean, or is his infatuation with them that crazy?

Yeah all Android devices should be able to display in different languages. Stock Nexus devices even have that Pinyin keyboard installed. If you learn how to root and install ROMs, MIUI is a Chinese custom ROM that runs on several devices out there. It takes a lot of things from iOS with a blend of Android:

I believe most builds are running 4.1.2 but I know that they're beta testing their 4.2.2 builds right now.
