Water leaks from adjacent properties

Water leaks from adjacent properties

Anyone know the legal/financial details on how water leaks from adjacent properties are handled? I'm pretty sure I have a leak coming down a wall from the unit above me. I've never dealt with these people (Polish immigrants) much beyond a casual wave hello every now and then. If they can't find any leaks or turn out to be a-holes about it, what recourse do I have if the leak continues or they claim they can't afford or flat-out refuse to fix the problem? I assume in this case, I would file a claim with my homeowner's insurance and then they would go after my neighbors and their insurance to recoup the costs. Anyone have any experience with this sort of thing?

Outside wall or inside wall? I guess what I'm asking is do you think this is a plumbing problem or rain?

Inside wall. It actually appears to be running down the outside of the frame of the entry door from my garage. There's a small chance it could be rain, but I doubt it. I'm pretty sure it was still weeping out even seven or eight hours after our last rain. Plus my building had a new roof just over a year ago. I also know it's not my own plumbing because all my pipes come up from the slab. This leak has caused water stains next to the door at the top as well as the bottom.
