How to cut out the outside noise??
So, me and my gf just moved to a new condo unit last weekend.
One question. There are a lot of small houses right by our condo buildings and it seems like every house has at least 1 dog. Not always but sometimes, like literally 200 dogs start barking at each other for about 1 hour before they go to bed or something.
Even if I fully close the windows, I can hear them. Is there any way to install or cover something on windows to cut out the noise?

Thick curtains? Really heavy duty ones.... I know curtains+black out material make them really heavy and thick and help a lot.... But professional-grade ones, like you see at hotels, not the skimpy 0.2 lb weight fabric you buy at BB&B.

Ghetto fix:
Cork board with acoustic foam (egg-crate foam) attached with foam adhesive.
Measure your window area and buy/cut your cork board and acoustic foam accordingly.
Prop-up your new insulation masterpiece on the window sill to block out the noise.

If it's stopping you from going to sleep get a small fan and run it at night. The noise from the fan with drown out a lot of noise. The other option would be a white noise generator but I have no experience with them.
