In honest opinion.... Based on the gauge of the wiring... there is an electricity flow, but minor...like something as stupid as the bell. Get a multimeter, try it out, see the voltage.

or it could be some old school telephone wire... yes.. get the wife

It looks like a doorbell transformer. They produce about 16v usually. So, no, you're not
going to get electrocuted if you touch the red and white wires - even with your tongue,
but it wouldn't be pleasant.

Like Tekno said, get a multimeter and check the voltage just to be sure. You
could also disconnect one of the wires and then try your doorbell to see if it
still functions.

What do the markings on the top say? If there is a part number you can call the manufacturer and ask.

Stand next to it and have your wife push the doorbell. If it rings, it's a horrible doorbell ringer install that is missing a cover.

Yep, looks like a doorbell transformer. Have installed plenty of these, but none ever looking like that...boss would've murdered me

It's low voltage and you won't get shocked. We always ran a piece of phone line for it if you are looking to relocate it...very easy.

I had one of these mystery boxes in my house, turns out it's wired into the house phone wiring, so that you can hear the phone ring downstairs or in the garage. It's freaking annoying

Long ago my grandpa had one of those on the side of his house, so if he was working in the yard he'd hear the phone. He had it turned up to 11 somehow.
