My guess is that manufacturers save some money (ten cents x XXXXXX vehicles) by not having to put a cover on the negative post.

If a tool or piece of metal dropped onto the negative post, no circuit would be completed (as would occur with an uncovered positive post), so a cover is less necessary.

I think some of the newer cars come with covers over the negative battery post as well, and aftermarket covers can be purchased (got one for our MR2 Spyder).

probably for testing too...that's a sure fire ground to use for the other end of a test light.

Sounds to me like OP is also looking at other people's negative battery posts so technically, @thoiboi got it right the first time.
