what is the proper procedure for checking oil level?

start the car first or when the engine is cold???

I dont think that matters as long as most of it has settled. Meaning you dont want to check it right after coming from a drive. If you do then wait at least 15min before checking on a flat level surface.

As far as checking the dip stick, look in the owners manual about your marking.
