GPS tracking for the tax man

A number of states are considering to tax motorists based on the miles they drive, not the fuel they consume. They propose to do this via GPS technology that will track driving distances. Taxation innovation or privacy invasion? Discuss...

It's a looming problem as hybrids become more popular, and Gov. Arnold Schwarzenegger's government-reform commission has come up with a solution: Tax motorists based on the miles they drive, not the amount of gas they consume.

The idea from the California Performance Review is just that at this point: an idea. It would have to go through extensive debate to come to fruition.

But it's not at all far-fetched. Oregon will do a test run of such a "vehicle- miles traveled" system next year.

The plan, which still requires legislative approval there, would put a $100 global- positioning-system device in every new car in Oregon. The device would beam drivers' in-state mileage to a satellite, which would then send the information to the service station where the driver is refueling so the proper tax can be levied at the pump.

Three hundred drivers will be monitored for six months next year in the Eugene area in the pilot project. The U.S. Department of Transportation, Utah, New York and now California are closely watching for the results.

Just a bit of metal around the GPS antenna and voila - no signal, no milage to be taxed on.

why don't they just look at the odometer.

Mileage via the GPS is inaccurate, odometer would make more sense.

Tax based on mileage! This doesn't make any sense, seems like they are looking for new taxes because the hybrids will be consuming less fuel, thus reducing their money from the sales tax on fuel.

The argument is that hybrids take up the same space and create the same wear and tear on the roads that conventional vehicles do. It's a pretty weak argument at this point, but the underlying issue is how to deal with the problem of more cars on the roads and (eventually) a shrinking revenue base from fossil fuels.

I would rather they tax the gas, unless they're going to give me the GPS navigation system for free in my car.

from the state's perspective, the computer can't check your odometer; they would have to pay to have somebody checking the odometer and then punching a VIN nubmber and milage into a computer.

They aren't exactly tamper-proof... Plus, that doesn't allow for individual states to collect for miles travelled on their roads. They want to be able to get revenue from people like the mighty sauceman who use their roads, but reside elsewhere.

(Just playing devil's advocate BTW.)
