Frame Rust

My 87 Wrangler has lots of rusting going on underneath with the frame etc. This is very understandable for being 19 years old and previously used in illinios as a snow plow. The thing is it only has 36K in the original engine so it still has lots of life left. I am scared the frame is going to give out before the engine so is there anyway to help save it? like are there any spray stuff or anything? should I go at it with a rough cleaning pad? It seems as though all of the rust is just surface rust as of now.

If the rust asn't too bad yet, mabee only surfact of pin holes you can tray some http://www.por15.com/ It is supposed to work pretty well, i've used some stuff called rust mort too with good results.

If it is a structural member though It always makes me feel safer to weld some support in.

Wirewheel the crunchy stuff off and por 15 the frame....

The old vw guys swear by the stuff (and we own some rusty old vehicles)...
