Can a cop laser you (in a pack) while parked in the furthest shoulder?

I got a ticket in VA...I was driving in the fast lane, the cop was sitting on the shoulder on the right (furthest possible lane from me, probably 3 lanes over). Speed limit is 55, he picks me out of the pack and pulls me over and tells me I was doing 75.

- First, is it possible to pick me out of a pack like that with laser while he's stationary? I can't understand how it's possible.

- Second, should I just go to court for it or pay it off? Some say 20mph over is reckless, but it seems to me it's up to the discretion of the cop. I was given a speeding ticket with the option to pay it off.

Laser is a thin beam. It's very localized. He can tag you in a pack. He also could have tagged another car & decided since you were in that pack to give you the ticket.
Many times the kind of car or color makes a difference of who the cop will go after in a pack.

He only needs for your car to be in his sights for the time it takes a beam of light to hit it. That is a very short time.

Pay it off if you don't want the hassle of fighting it, fight it if you don't want to spend the money. Not sure what grounds you are going to fight it on, but a lot of times just saying "I wasn't going that fast" is enough to get it reduced.

I don't get it. If there's a pack of cars like that, how does the cop know which one he tagged? doe the laser tell him?

The laser sends a very thin beam and has a sight on it like a rifle so the cop knows which car he was pointing at.

The top of the laser gun has a viewfinder similar to a scope on a regular rifle. They aim at the cars traveling by one by one looking through the viewfinder (scope) until the radar alerts them that the car they are currently looking is over speed. It shows up on the rear of the radar as well as inside the viewfinder showing current speed. They can make a mental note of the plate number and or type/color of car they see through the scope.

This is done a quite a distance, I believe maybe up to 1/4 mile away or more. They've caught you way before you even notice them on the side of the road. This gives them time to jump in their car, buckle up and put it in drive and wait for you to pass by. They pull up behind you and end of story.

Alternately, as you see above, one officer will "set up shop" on the side of the road and radio ahead to other officers which car to pull over. Make/Model/Plate etc...

Had that happen to me, went by a cop doing 50 in a 35 and noticed him reach into his radio and follow my car with his eyes the whole way by. Needless to say, I turned at the next light and cut through a neighborhood
