"Hellaflush is a practice of cosmetic modifications that comes to the detriment of handling and road holding capabilities which consist of:
Lowering the suspension of the vehicle
Installing oversized and offset wheels (offset greater than of the stock wheels)
Installing tires too narrow for the wheels (tire stretching).
These modifications,that affect the geometry of the vehicles suspension, are generally observed by the presence of exaggerated negative camber. This is an overview of the principals of hellaflush and the reason this practice is prohibited."

^ I wonder how people are going to react to this after they had spent thousands of dollars on modifications. I know that wouldn't work here in Alberta. This is a truck central of Canada, people working in the oil fields and such, everyone drives a lifted truck with huge mud tires. that's changing the geometry as well

The way I see it they're doing those people a favor: the road in Quebec are terrible.
I would think the main reason is to reduce insurance costs and liability due to potholes damages.

trucks are made to drive over shit.
Trucks aren't Le Hellaflush so they should be fine. I do think it's illegal most places to have tires past the fenders since it can kick road debris up towards other cars, a lot of lifted trucks are like that even if they have fender flares.
As with most laws I doubt there is any statistically significant study or real need behind this law, it's purely racial motivated with an "easy excuse" that it is so-called "for safety". I personally hate drugs even dope, but it is true that if you look into the history of why each substance was banned it was always racially motivated.

I personally hate drugs even dope, but it is true that if you look into the history of why each substance was banned it was always racially motivated.

Regardless, nobody in Quebec is stupid to drive a lowered car in the middle of the winter. It puzzles me why the ministry of transportation introduced that rule. What they should have done and I believe they don't is what Ontario has done with safety certificates when you try to sell a used car or license a used car from a lot.

Ps. Also what Quebec should do is police the city highways for idiots who cross 3 lanes left and right during traffic hours and making a mess.
