Ok boys and girls, has anyone run into this problem?

When I start the car in the morning (garage parked), there is a very loud buzz that emanates from the passenger side tailpipe. The buzz is very loud and just like a dremmel tool or something like that. Plus, both tailpipes are rusting even though I've had the car for only 5 months. Related?

 

^^ Can't say I have....Sorry I can't provide more info but hard to elaborate given the information on hand. My TL does not exhibit this noise as described though.
