What is causing my VSA and ABS Dash light to come on. for instance when I turn on the wipers it comes on. then shuts off after I turn the car off. seems like a intermitten problem to me.

 

Multiple warnings like this when the car seems otherwise OK is usually a symptom of a bad or failing battery. If the battery is older, have it checked and/or replaced.

 

 

Yep yep. Could be something else but it's highly unlikely that both your VSA and ABS are simultaneously having problems. I had a similar problem when my battery cable was loose. Since I cleaned and tightened it, I haven't had the problem. The TL's electronics seem to be very sensitive to voltage changes.
