Most of the time they are the same person. If not, then I'd go with the primary driver, since it's bought for this purpose, no matter who paid for the car.

Been there done that man. Just gotta get a car and stop looking at new ones

I did have a trade in when I got mine so my pay off wasn't as painful as it seems.
