Brake performance
I feel like the brakes on my TL aren't as good as my TSX. I always end up having to press the peddle harder as I get closer to the car ahead of me. It's weird to me that this should be the case so I'm wondering if I'm imagining things, am not used to the new brakes (both cars are Acura so they *should* have the same feel), or if it's because they're brand new and need to be worked in (is that a thing?).

I've already read about bedding after market brakes; I was more looking for informed opinions on whether it would make a difference on my new stock brakes. I have already driven my car a few hundred km but I haven't braked hard--if such information matters for bedding.
The TL is heavier so the feel and braking distance will vary to your TSX.
I would check your brake fluid. It might be time to change it. I had the same feeling when I picked up my TL a year ago. The brake pads and rotors were fine. I replaced the fluid (Which was very dirty) and the brake feel came back to life. Braided steel lines is overkill for a stock system. If you plan on upgrading rotors and pads might as well replace the lines as well. Since your not racing and constantly under heavy braking I would stick with the OEM recommended DOT 3 fluid.
Also tires are an important component in both your braking and suspension systems. Cheaper tires and compounds will also affect your braking.

Better pads and new clean brake fluid will get you to where you want to be. You could do stainless lines but that's probably not the best idea on a lease, and their gains are pretty marginal unless you are borderline tracking the car - cheap and easy to install though.
I wouldn't bother with new rotors if yours are in good condition, fancy rotors don't get you much except aesthetics.

Fluids should be fresh and clean. The TL is just a heavier car compared to your TSX. Are they still using those awful Michelin Mx4's or something?

I noticed the same with my TL. Always feels a bit uncertain. Also, I feel a slight (very slight) vibration. Maybe rotor or pad or both a bit warped... Anyways, I hear you, the brakes could have been better for this car
Can't it go bad from sitting? Yes and know. Everything breaks down in time. Would be a long time though. I did go to auto clown and get the C Max ceramic pads. Very little dust and have a nice feel to them. Not saying they will fix your problem but they feel better than stock. One thing I give autozone credit for. Not to mention lifetime warranty lol
