I noticed that the blower vents dont move up too much, if i want the air not hitting my face but want them to flow upwards thats not an option in the TL , do you also face same issues.

Particulary i want this went it gets too cold and at the same time i want to run the A/C but not directly having the air coming at me.

I don't have any issues having mine shoot above my head. I'm 6'1" but I also have my seat leaned back a little more than average. The range does seem to be a bit more limited than other cars but it's not an issue for me.

If i do that it affects passengers and if anyone is sitting at rear middle seat

The range is definetly limited and not a good design

I don't have any issue with it blowing in my face, either. I point it up and it doesn't hit me in the face. I'm 5'11". I also don't have passengers sitting in the middle, in the backseat, either.
