What kind of Rims are These!!?

Look at the video around 0:35
Those are not spinners or floaters, how do I know?
I'm subscribed to this man for his audio system but he, himself, mentioned in his other videos, that they were not spinners or floaters
At the same time... he never mentioned what rims they were either. He kept it unknown.
What do you guys think?

Its an illusion, it happens with cameras recording at a certain number of frames per second.
