I had that problem before. The sound would whine when u turn the steering wheel. Eventually after the car warms up the sound is gone.

replace the o-ring. U can do it urself or have dealer replace it free of charge

If it makes more noise when you turn the steering wheel, it's definitely the PS o-ring. It's shrunk in the cold weather and allowing air to be sucked into the pump. $1 fix. I've done 3 of them so far for family.

#13 in diagram. Part number 91345-RDA-A01. Local Honda & Acura Dealer WILL have it in stock (Honda is cheaper):

All you do is remove that #18 bolt and pull the plastic fitting #3 out. Remove the old black o-ring and install the new orange o-ring. Bolt it back up and go for a drive. Once all the air works out of the system, the noise will be gone.

The only tricky part is picking the right wrench to undo that bolt. It's in an odd spot. I think you just need a 10mm box-end. A typical craftsman will do, as long as it has the slightly angled handle. I can't remember cause it's been a while.
