GOOD NEWS!!! Dealership called and said they finally were driving the car and the problem came back and they noticed on the fuel gauge they had hooked up to the rail that the pressure was dropping really low and also going extremely high at different speeds. They said first step is to replace fuel pump assembly which has already been done. Maybe this could be a pump control unit issue??

Ok guys I need your help on this one. Argued with the dealership manager and he said either I let them replace the fuel pump assembly or they are done working on the car. They seem to think its a regulator causing the problem. They said they verified pressure is "high" at idle and "low" under acceleration. The pump IS brand new, only about 4 months old and problem never changed even with new pump. Do you think I should replace?

Is the fuel pump and Acura/Honda one? It should be covered for 1 year or 12K from the date you purchased it. I'd show them the receipt for it. If they don't want to do that, get it in writing that the only way you'll pay for the new fuel pump is if the issue is resolved, otherwise they are going to put your old fuel pump in and diagnose again.

^^^^ yeah, I'd only agree to that on the condition that there's no charge unless the swap fixes the issue...

and I'd make sure there's a sufficient time period (e.g. 30 days) agreed upon...

The pump that's currently in there was just put it to see if it would fix the current issue and didn't change it a bit. They STILL seem to think its a regulator. I told them I would do it if either they didn't charge me for 5 hours of labor or they refunded me the price of the part when it doesn't fix the issue and he told me that is not how they work and they will not proceed with teoubleshooting unless I pay 804$ for a new pump assembly. Which is outrageous.

you are paying them to rectify an issue, not to throw parts at the problem and fix it that way! Sounds like a frustrated manager who doesn't want to help you at all. I'd ask to speak with the dealership's general manager and explain everything to them. It's not right that the dealership is pointing the finger in numerous spots and doesn't have any evidence to show what the problem is. Have them hook up the gauges and show you in person about the pressure. Talk to the tech's who are working on the car and tell them about your new fuel pump as well.

Perhaps your fuel pump isn't getting the proper signal to send the right amount of fuel to the car!

I asked the service manager many times if he would install the pump and if the problem wasnt fixed, to remove the pump and continue from there. The new pump was replaced to try to fix this problem and did no change. I doubt the new pump gives the same exact intermittent problem. I think its power going to the pump/regulator but they said there is no way to test it but thats B.S. also I believe. They did verify my pressure is "extremely low" under throttle though, which is why I have no power.

I guess its trying to figure out whats causing low pressure under throttle and high pressure at idle.

I know how you feel. I had an 89 Honda Accord with this issue. Actually got a ticket because of it. There was a sweet spot when pressing the gas in 2nd gear that allowed it to run decent (kinda). Needed to go up a hill, so I picked up speed in order to not lose speed and putter slowly up or not make it up at all. Speeding ticket.
No check engine light. Never modded. Regular maintenance, and nothing that led up to issue.

Since it was an 89 Accord, I didn't throw money into it. Took it to a couple shops that checked a lot of what you've been through, maybe not as extensive though. Left everyone scratching their heads since nothing even stood out as a possible issue.
Needless to say, I gave the car the ol' "It's not me, it's you" speech and split ways. I honestly hope you figure it out without spending much more money. I've checked forum after forum and never found a good answer to why this happened.

Right now, you are probably feeling, "I've put too much into this already chalk it up as a loss and walk away. What if the next thing fixes it, but I gave up before doing so." This is repeated after every attempt. It's a costly gamble that I hope you can come out on top.

Good Luck
