surface damage on bumper

Talking surface damage on bumper

As you can see I had a brief but strange run in with a guardrail at parking lot. The white is the scraping of the surface of the bumper where I rubbed against the guardrail. If look you'll see "stress" fractures run diagonal to the scrapes (i beleive this is surface damage not structural). Also you will see red paint from another car that hit the rail previously. My question is-- what is the best method to remedy this situation. If I run a fingernail across it I can "smear" the white of the scrapings.
PS
No comments on the dirty rims. I am having a rough summer.

Go to the store and buy Meguiars Crystal Polish system... Specifically, get #1, which is paint cleaner... Also get 3M Clear Coat Safe Rubbing compound... You should be able to get most of that out... I had a similar scrape, when an ahole sideswiped my car... Got most of it off... Only the deep scratches should remain afterwards...

oh ya looks like that will all come off just get some rubbing compound then polish use, a porter cable if you have one! Which you most likely do not or else you would know how easily this can be repaired
