Problem with caliper bolt or is this normal?

Hey everybody,

Was replacing my pads and figured I'll do the rotors too while I'm at it. Removed the bottom 17mm bolt from the caliper (which then allows the caliper to swing up), but I can't get the top 17mm bolt off

With brute force, it's turns slowly, but does NOT loosen. I am wondering if, based on this diagram above, #13 is spinning inside of #17? Is this going to be a problem for me?

Do I need to remove that top 17mm bolt in order to take the caliper mount off of the rotor? I looked at this DIY, but can't seem to figure it out.

Thanks a lot!!

You need an open ended wrench to hold the nut opposite of the caliper bolt. Difficult bolts may require 2 people, a holder and a brute force guy. Let us know how it goes. Not sure of the size of the nut. Someone may chime in on that size.

You should keep both caliper bolts in place while breaking them loose to the point you can spin them off by hand. By fully removing one while trying take off another you end up fighting yourself.

In real mechanical terms, While holding/Locking the caliper slide (#17) you remove the caliper bolt (#13)

Can you remove the rotor without removing the caliper, Yes you can.
By removing 2x 19mm Caliper BRACKET bolts (#18) you can remove the caliper and bracket together. However by doing this you will not be able to remove the pads, but by removing the lower caliper bolt you can still remove the pads and install new ones.

Perfect. Thanks dude. The second part of your answer is exactly what I wanted to hear. I'll remove the 19mm caliper bracket bolts then replace my rotors. I AM able to remove the bottom caliper bolt therefore will be able to flip up the caliper and replace the pads.
