Paint Problem

Paint Problem
Has any one had this problem with their paint? Above both muffler tips and the black paint in the tip is flaking off. I also have a spot on a quarter panel doing the same thing. I’ve tried clay bar and the finish just is no longer there.

good thing though is the exhaust is way down and almost under the bumper so it doesn't stick out that bad. still looks pretty tacky
