It really hasn't bothered me, as I'm the only driver of my car, but now I'm just curious, no fuses are out, but the three buttons don't seem to do anything when pressed. I read the manual on how to set them, but when I hold the button down there is no beep.

Any insight on what could be causing this?

yes, it works and I've checked all fuses

 

Im curious on this too. mine didnt work before I bought the car. I made the dealer "fix" it. They said it was the switch itself. they replaced it. Worked fine for about a week. now they seem to work when they want. oddly enough, I only have problems with them when its cold outside, if its above, say 50 degrees, they tend to work consistently..if its cold, they are tempremental...

Could be a bad power seat control unit. What year is your TL? There is a TSB for 04-05 TLs to replace this unit. Check the TSB page, it's #04-005:
