Horn doesn’t work.

So I have a 07 tl type s and my horn sounds horrible. I mean, it’s so quiet and high pitch it sounds like a clown horn. That leads me to think that my low pitch horn is dead even though the previous owner had it replaced. Anyways, my horn works every now and then some days no matter what I do it doesn’t work. I don’t think it’s my clock spring because my airbag light isn’t on and my steering wheel controls work. I can’t find any relay for the horn and can only find the fuse. Does anyone know where the relay is located.
Any help is greatly appreciated.

Fuse is #13 under the hood. You said that you found that. Check the control module next to the fuse box under hood. Otherwise you may have a bad connection in the harness in the steering column. You can jumper the #4 pin in the harness to ground and see if the horn works. If not then the horn itself may be in need of replacement
