yeah you've got 2 projectors in each headlight.

1 is your headlight (low n high beam)
1 is your foglight

not sure what you mean by

^base 04-06 tl's have one projector.

the high beam and low beam's are integrated. it uses a flap, so when you switch the high beams on, the flap flips up.
you can hear it taking place, as it flips up and down.

So the OP is correct when he says that the 2nd bulb is a fog light.

and yes, it's totally normal. it is dumb...but normal.
You can look up the accord fog mod...where you dremel out your lower grill to accomodate normal fogs.

what's the other part called towards the center of the car (in the headlight)?

wouldn't you consider that fog lights?

I would totally swap out for a type-s headlights but i would lose my fog lights....

and the accord fog light mod does not provide enough light because of how the bumpers are angled on the 04-06s

your pics would look like 04-06 TL headlights.
and these cars have been out since 04. you can bet your bottom dollar that everything you can think of, its been done before.

I only use the fog lights, in fog.

Like said. Our HID headlights are called bi-xenon which means they're both high and low. There's a solenoid on the bottom of the projector that flips the cut off shield down making it a high beam. The other opening is your fog/auxiliary low beams, I don't think it makes sense to have it integrated into the headlight but whatever works.

Yes. This info is all over the forum; almost every day.
