Driveside Headlight issue

Driveside Headlight issue

I replaced the HID bulbs on my 04 TL a few weeks back because one of the headlights wasn't working. After I did I noticed that the headlight still wouldn't come on. Over the last week after more night driving and some experimenting I have noticed that if I turn on the brights (pulling the headlight stick back) right after I start the car for several seconds, before I turn the headlights on about 75% of the time the headlight will come on and stay on for the duration of the drive. Anyone have any suggestions or advice on how I can debug this issue because I can't get my car inspected until I have headlights that don't require a trick to get them to work.

replace the ballast
