drivebelt rubbing on itself!!!

drivebelt rubbing on itself!!!

I had this same tensioner when I got the car. Replaced the belt, drove with the new belt 1000 miles, purchased pulley. The pulley was making noise because it was rubbing on the metal of the tensioner assembly. When I tightened it down, with one pulley, i could feel and hear it rub on the metal of the tensioner assembly body, with another pulley, the new one, it did not. Installed the new pulley, put the car back together, put the same belt on properly, now the belt screeches and rubs on itself between the two tensioner pulleys.

Completely shocked and don't know what to do, I'm also on someone elses parking

I tried to route the belt a couple of ways, but can only put the belt on using the default manual route.

I don't know what could have happened? is this pulley a millimeter off in circumference? did the belt loosen? did the tensioner go bad? The tensioner is still good in my opinion, I can't even move it by hand or with a 8 inch wrench. I have to use a 3 foot pipe. I saw someone else having a similar problem, and it turned out to be the wrong belt or something. But I already had this belt on the car for a thousand miles. I really don't understand what can be wrong. I guess ill unbolt the assembly and bolt it back on.
