My right side headlight assembly in my '04 has had moisture in it for at least a year. The high beam and low beams are now both out. Fog light still works on that side. Can I just replace the headlamp or do I need to replace the entire expense headlight assembly?

It may not just be the bulb, you may have shorted out the ballast since you have water inside the headlight and these cars have a hid system..

Yeah the ballast could be damaged if there has been lots of moisture in there for that long. You could try switching the HID capsules/bulbs to opposite sides. The headlight leaks. Has the car been in an accident? maybe its cracked?

Okay, Well you know it's out.. Now you have to find out if it is the Ballast or the Bulb.. Best thing to do is switch sides like move the buld to the other side.. But removing the bumper isn't that bad as people may think.. Good luck

Taking the bumper off isn't hard, if you have simple tools and some mechanical ability.

Here is the DIY youtube vid and thread from the "garage"

and here is the DIY thread from the "garage" on how to remove your headlight bulbs without removing the bumper

As far as the moisture is concerned xrochester, you may want to follow the steps in the thread below to separate the lens from the housing. Then reassemble or instead what I would do is once the head light is off, take some hi-temp rated epoxy like from loctite or epoxy meant for plastic, tape off the lens area and housing around where the lens joins the housing and apply the epoxy all the way around and smooth it with your finger. Either way if the moisture is the cause of the burned out headlight you will want to take care of that. Either way none of the removal and assembly is very difficult, just can be time consuming. So just take your time doing it and all will be well.
