you will need to check your system pressure. was the A/C recently charged? if so, it might have been overcharged. System pressure is relative to outside temp so when you are checking it, spray water on the condensor to lower the temp. Higher ouside temp = higher operating pressure.

Compressor should not engage at all if system is low on R134a

It sounds like the system is either borderline low/empty, or overcharged. If you recently had it serviced then I would say they overcharged it as that is more commonly a symptom of overcharging instead of being low on R134.

Usually, the R134 charge canisters you can buy at Autozone have a gauge on them telling you when the system is full. Just go buy one and attach it to the low side fill point and see what the gauge says. If it says its overfilled then just grab a flathead screwdriver and depress the schrader valve to release some of the refrigerant until it's back down to normal. It's horrible for the environment and technically illegal, but it gets the job done.

Assuming it's overfilled, once you get it back down to where it should be, just keep the charge canister in case you ever need to recharge the system!

Replace the A/C clutch relay - they don't last forever, and are known for failing. They cost $6, or you can buy the upgraded version for $30 (upgraded for a reason).

And you need to provide more info, such as mileage on your vehicle, for a better *guess* as to your problem - we cannot see your vehicle or diagnose it by telepathy.
