Ballast causing headlight fuse to blow

Ballast causing headlight fuse to blow
Hey,
This is for my dad's TSX, but I figured you guys would know, plus it's good info for TL owners too since they share a similar setup.
I took out the passenger headlight to remove condensation.
I removed the igniter/D2S bulb, and the ballast. Then baked everything to remove condensation and reseal with silicone.
Upon testing it out, the passenger headlight low beam doesn't work, but the driver side still works good.
I swapped the ballasts, and then now both the headlights are out.
Saw that the one passenger side ballast burnt both the passenger and driver side low beam fuse.
Swapped the ballasts back, and replaced the burnt driver side low beam fuse and now the driver side low beam is working as usual.
The passenger side low beam doesn't work still and seems to keep blowing fuses.
I'm pretty sure I assembled the projector components correctly.
I screwed the ground cable to the top of the projector, inserted the bulb/igniter and seated properly, then put the igniter cable through the bottom and hooked it up to the ballast.
Any ideas?
