Another Power Steering Question

I've searched for about an hour for different threads on here, but can't find anything that matches.

The problem was that the power steering whines, so the first thing I do is replace the O-ring recommended HERE. That didn't fix the issue, so I had the power steering pump replaced. Even after picking the car up, you could hear the whine every once and while. After about a week, you could faintly hear the whine returning constantly. Checked for air bubbles in the reservoir, but none appeared to be in there. Talked to the mechanic and they suggested it could be the result of the steering rack, but there is no fluid loss or leaks. Any ideas what to check to try and narrow down the culprit?

Thanks!

When does it whine, all the time or just when you turn the wheel? I assume when they replaced the pump they drained the old fluid and filled with new? A guy in this thread says there is more than one potential o-ring to replace: https://acurazine.com/forums/problem...-issue-939341/
