2006 Acura TL rev problem

Hi, My name is Dawid and I own a 2006 Acura TL base with the stock 3.2 liter v6. So all winter long I've had a rev limit problem. My car will not rev past 4k at all and it never pushed passed after this started happening. After some inspection, I've found a number of problems that might help you all figure out what type of problem(s) I am having. The check engine is P0420. It said something like catalytic converter something... So anyways the car runs and drives, I still use it every day to get to work but I miss the POWER! It does burn like oil and sure smells like it. I keep having to pour in more every 3 weeks or more. The thick coolant hose on the right side gets hard after driving it for 10+ mins. The temperature does not raise at all (It remains normal). If I unscrew the coolant lid when its hot it does not squirt out so I hope it isn't a blown Gasket. After some research, I thought it could be the vtec solenoid because it wont go in the higher revs but i did not replace it yet becasue i dont want to spend money and have the same problem, or the transmission is messed up. I really miss how fast this car was so please help if you are experienced!!!
