2005 TL Fuel Door Lever Locked?

I have a weird issue. My Fuel door lever doesn't budge when parked outside in the cold. It's like its locked in place. However, if i were to park in a garage, the next morning the Lever will work, and I can access my gas tank.

I know its because of the cold weather (-5 degrees Celcius), but what is actually happening that causes that fuel lever to lock up? Anyone else have this issue in a 04-08 TL?

There is no ice in or around the lever itself (the one by the door sill on the drivers side), and there is no ice on the actual fuel door.

My guess its something mechanical or eletronical underneath the car that connects the two....

Also, the lever won't even budge.

When it works normally, you know how you can pull that level about half way and not have the fuel door open? The fuel door only opens if you pull that lever all the way up.

Right now the lever won't even budge, when parked in the cold.
