also, what can get theses babies shining with out the spots? ive already tried the mothers mag polish and cone but it didnt touch them.

Do NOT do that to those wheels. The expensive, forged wheels usually don't have a clear coat on the lips and can be wet sanded and polished to a mirror finish. These can be a lot of work to take care of if you don't put a sealant on them and would be a pain to keep clean on a daily driven car.
The "cheaper" wheels usually come with a clear coat to make them easier to take care of and not stain. There will be little scuff marks up close, but not really noticeable from a few feet away. Wet sanding will remove that clear coat and will give you a lot more work in the long run to keep shiney.
