Usually some sort of resistor that tricks the ECU into thinking you are stepping on the gas harder than you actually are. Might feel faster at part throttle but no real gains at full throttle.
Clicking on the link and seeing how it hooks up (IAT sensor) it may be tricking the ECU into thinking the air temperature is a lot colder than it actually is.

the profit margin must be insane.
Sounds like a great way to get check engine lights, since all it's doing is messing with the IAT sensor voltage. They probably just make the IAT reading artificially low so it advances the timing.
The ECU will be awfully confused by the fact that it's getting knocking at -20 degrees air temperature tough.
