Will this amp work in my 04' Acura TL if I splice into the line before the factory amp and NOT have to put a line booster in as well? Will this give me the proper bass to the sub?

That amp will work fine. It basically has a high quality line driver built into it. If you're going to use the preamp signal you should set the Input Voltage on the amp to Low.
